Starting-up project process

Starting-up PRINCE2 process focus to answer what benefit we will get from the project. It should be as short as possible - just invest minimum amount of time & efforts to answer benefits expected. If benefits are too little - kill the project. Who is in charge to answer all those questions ? It is Project owner/executive !
